I actually got my eyebrows waxed when I was 16. I tried to pluck them myself without the advice or guidence of anyone and made them out to be a horrible mess. My mother took one look at me and took me to the salon to get them done. It really wasn't a big deal, she just wanted it to be professionally done so I wasn't walking around looking ridiculous. One of my girlfriends on the other hand came from a well to do family with money and both her and her sister started having electrolosis on their eyebrows when they were 12 years old.

I've gone through the same issue when I was a teenager. When your daughter is ready to keep up on her appearance I think it is time for her tend to her eyebrows. The sooner your daughter is willing to keep a clean appearance the sooner is will become second nature to her which she will benefit later in life. People (and employers) seem to like those whose appearance is clean, friendly, and well taken care of because it shows they care about themselves. If one can care about themselves then one is able to care about others.
